They deal with specific functional requirements for the design and construction of all buildings and provide guidance. Their primary aim is to ensure the health and safety of people in and around buildings, although the Regulations also cover energy conservation, use of water, and access to and use of buildings. There is pressure from outside the Division for efficiency and effectiveness improvements to the building control process and to extend sustainability measures within the Building Regulations. Sustainable and Secure Buildings Act 2004 The Office of the Deputy Prime Minister (ODPM) has set up a new team principally to take forward regulations which relate to sustainability following the Royal Assent of the Sustainable and Secure Buildings Act (S&SBA) in September 2004. The S&SBA will enable Building Regulations to embrace sustainability issues more fully by accommodating environmental stewardship, progression of sustainable development, and furthering the prevention and detection of crime. The S&SBA will also facilitate the application of the regulations on new, extended and altered buildings as well as extending them to cover building services, public building that were once exempt, and major repair and renovation works. The S&SBA also helps enable the UK to meets its requirements under the EU Directive on Energy Performance in Buildings. With particular relevance to sustainable design and construction S&SBA would give new powers under the Building Act 1984 and Building Regulations to improve the sustainability of buildings, potential areas include: Facilitation of sustainable development through energy conservation: furthering the conservation of fuel and power throughout the life cycle of a building use of new and renewable energy sustainable use and management of water waste management (demolition, re-use and recycling) material selection, durability and life cycle issues reduction in pollution (emissions) and nuisance security and crime prevention Furthering the protection or enhancement of the environment This consultation As part of the work to determine future research needs to aid the integration of sustainability in the Building Regulations the ODPM has commissioned CIRIA to undertake a scoping study of information in the field of sustainability that relates to buildings and more specifically Building Regulation and to identify future areas of work that are required to assist with the integration of the S&SBA into the Building Regulations. Part of this project is to consult with a range of stakeholders to identify existing guidance that might be relevant to the Act and ascertain where further research is required before we can bring sustainability issues under the umbrella of the Building Regulations.
