The Forum would like the Vision Statement to be capable of being converted into a tool for use by the industry to establish and deliver best practice, see diagram. This tool and a short and easily digestible document will then accompany the Framework. ISSUES e.g.TOOLS e.g.SEmerging projectsChecklistTRATEGY  Vision Initial Context Diagram produced 04/05/04 This diagram has been produced to set the context of the work for the Sub Group which has agreed that there is a real need to ensure that the Framework is about the industry and not just sustainable construction as a subject. Consequently it was felt that the Framework should have a national focus or, at the very least, include all of the English Regions and the Welsh Assembly. Any national sustainable construction framework will, for instance, need to build on or integrate with Regional Sustainable Development Frameworks developed by Regional Assemblies and will have to be adaptable in a regional context. The Sub Group have discussed integrating and consolidating existing frameworks into a tailored national framework for sustainable construction and have concluded that this might be best achieved by a bottom up rather than a top down approach. This proposal covers the first stage in this process, generating a shared vision, objectives, targets and indicators for sustainable construction through engagement with construction-related stakeholders. Vision building process This proposal outlines a bottom-up process that will: generate a clearly articulated vision for how the production, management and operation of the built environment can be made more sustainable over a specified time scale establish an explicit time line against which progress can be measured, using a set of agreed objectives, targets and indicators build bottom-up buy-in and commitment to the vision and its components - time line, objectives, targets and indicators - from the range of stakeholders involved in the production, management, operation, use, demolition and disposal of the built environment align the vision and its components with relevant top-down sustainable development imperatives and initiatives emanating from the UK government, the European Union and elsewhere, as appropriate. The vision and its components will be constructed through a series of half-day workshops, each targeted on a specific set of stakeholders (attendance limited to 20/workshop). Five stakeholder groups will be engaged in constructing the vision: Frameworks Sub Group members plus others co-opted to be representative of the construction industry at a senior level SPONGE to tap into a network of younger construction and property professionals who share an interest in sustainable development Property Environment Group/Upstream - to tap into a broad spectrum of property; including investors, developers, contractors, managing agents, consultants and occupiers and Financial and Responsible Investment Advisers The Sustainability SIG of the BIFM and the Sustainable Workplaces group of the Centre for Facilities Management Planning authorities, such as Cambridge Horizons - a partnership formed by the local authorities and other agencies and green infrastructure organisations Each workshop will last half a day. During the facilitated and interactive sessions, stakeholders will work in groups to identify their vision for delivering a sustainable built environment against a time line through 2010, 2030 and out to 2050. Each stakeholder group will be asked to signal their top 5 priority objectives attach targets, indicators, and milestones to each of these, and assign responsibilities for achieving them who needs to do what by when? After the workshops, a short report will be compiled to: identify prioritised areas of agreement across stakeholder groups clarify conflicts and propose resolutions specify components to be covered by the Sub Groups Vision outline an implementation plan for developing, refining and promoting adoption of the Vision.
